Blackford County Community Foundation

Established in memory of E. P. Blackburn, the Hartford City Rotary Scholarship in Memory of E. P. Blackburn was created to support students pursuing secondary education. E. P. Blackburn is a well-known Rotarian, last superintendent of the Hartford City Community School Corp. and, first assistant superintendent of the newly consolidated Blackford County Schools in 1965.
