The scholarship was designed in memory of Phillip D. O'Connell, Sr. It is open to all graduating seniors of any Palm Beach County high schools who are planning to attend an accredited vocational school, two or four-year college or university. Applicants must be a resident of Palm Beach County and must demonstrate athletic excellence, academic and financial need.
